  Unable to create new records in Solutions application
  
  STEPS TO REPRODUCE:
  
  1. Create a new user
  User: navnov
  Person: navnov (MAXUSER.PERSONID)
  User name: novemberdecemberjanuary@uk.ibm.com (MAXUSER.LOGINID)
  
  2. Assign this user to the maxadmin group and save the record
  
  3. Log out and Log back in as novemberdecemberjanuary@uk.ibm.com
  
  
  4. Go to Solutions application --> Create a new record
  
  RESULT:
  An error is thrown:
  ---
  BMXAA4049E - The value specified exceeds the maximum field
  length that is allowed for this attribute: Value =
  novemberdecemberjanuary@uk.ibm.com, Object Name=SOLUTION,
  Attribute Name=CHANGEBY, Maximum Length=30.
  ---
  
  EXPECTED RESULT:
  - No error should be thrown and Maximo should allow creation of
  a new record
