Problem conclusion

• Introduced System Variable option to control the
  ZipFileIndexCache usage in
  com.sun.tools.javac.file.JavacFileManager.
  For Windows, set OPENJ9_JAVA_OPTIONS=-DuseOptimizedZip=false to
  disable the ZipFileIndexCache,
  For Other Platforms, export
  OPENJ9_JAVA_OPTIONS="-DuseOptimizedZip=false" to disable the
  ZipFileIndexCache,
  Note: By default this will be true.
