Error description

• Problem:
  
  In the Work Execution Work Center you are unable to exit design
  mode when spatial maps is enabled.
  
  Steps to reproduce:
  
  1.  Configure Map Manager with at least a base map and set the
  Map Provider to Maximo Spatial
  2.  In the system properties set the following property to true
  
  mxe.spatial.showmapinworkcenter
  
  3. Ensure design mode is enabled for Work Execution
  
  4.  Log in to the Work Execution Work Center
  5.  Once the work list loads click on the pencil up in the top
  right for design mode
  
  Result:
  
  
  When you enter design mode you will receive the  System
  Message and be unable to perform any actions
  
  "mapManagerNotFoundProvider"
  
  Expected Results:  Design mode to function the same with or
  without spatial maps
