  PERFORMANCE ISSUE: yes
  
  
  STEPS TO REPRODUCE:
  -Configure a multilanguage environment.
  -In the base language, go to any app and save an ad hoc report.
  Mark the report as Public.
  -Go to Cron Tasks and find REPORTADHOCLOC. Set it to run hourly,
  in a few minutes. Save and Reload Request.
  -Wait a few minutes for the cron to run. Log in as the same user
  but select a secondary language from the login screen.
  -Open the request page for the new ad hoc report and select At
  This Time.
  -Scroll down to the bottom section. Note that 'File delivery
  format' and 'Schedule format options' are in the base language
  
  
  CURRENT ERRONEOUS RESULT:  null labels show up under
  non-English(Spanish only) while trying to schedule a report on
  request page in all applications.
  
  EXPECTED RESULT: for the correctly translated labels to appear
  on request page for both enterprise and qbr reports for Spanish
  language.
