  the Crews application, the effective date field is set
  incorrectly
  
  STEPS TO REPLICATE:
  Server time zone: UTC+0
  Login User's time zone: UTC+8
  1. Go to the Crews application
  Open a crew with a shift specified
  2. Assign a labor to any position under Labour Assignment tab
  
  RESULTS: Effective Date will be set as Current Date + Shift
  start time + 8 hours
  
  EXPECTED RESULT: Effective Date should be Current Date + Shift
  start Time
  
  REPORTED IN VERSION: Maximo Asset Management 7.6.1.1 and IBM
  Maximo Asset Management Scheduler Plus 7.6.7.3
