IJ30401: USER CAN PURCHASE/RECEIVE/ISSUE AN ITEM WHOSE ITEMORGINFO STATUS IS PENDING

APAR status

• Closed as program error.

Error description

• PROBLEM: User can purchase/receive/issue an item whose
  ITEMORGINFO status is PENDING.
  
  STEPS TO REPLICATE:
  1.Go to Item Master application
  Create an item (eg.1007)
  Click 'Add Items To Storeroom' and add storeroom (eg.CENTRAL)
  Change Status to ACTIVE (Roll New Status to Organization:
  unchecked)
  Then, ITEM's status becomes ACTIVE. But, ITEMORGINFO and
  INVENTORY status is still PENDING
  2.Go to Inventory application
  Open the item (eg.1007) under CENTRAL storeroom
  Change status to ACTIVE
  cf.ITEMORGINFO's status is still PENDING
  3.Go to Purchase Order application
  Create a PO (eg.1203)
  In POLINE, add the item (eg.1007)
  User will get error "This action is not allowed since the item
  1007 is in Pending or Obsolete status at Item/Organization
  level. (BMXAA5609)" because ITEMORG's status is PENDING.
  But, set storeroom first(eg.CENTRAL) before entering item, set
  item(eg.1007) and save.
  It is saved without error. (Expected Result: It should not be
  saved)
  Approve
  4.Go to Receiving application
  Open the PO created in step 3 (eg.1203)
  Receive Poline
  No problem to receive. ITEM 1007's balance becomes 1 under
  CENTRAL storeroom. (Expected Result: It should not be received)
  5.Go to Work Order Tracking application
  Create a new workorder (eg.1318)
  In Plan/Material, Add item (eg.1007)
  User will get error "This action is not allowed since the item
  1007 is in Pending or Obsolete status at Item/Organization
  level. (BMXAA5609) "
  But, set storeroom first (eg.CENTRAL) before entering item, set
  item (eg.1007) and save.
  No problem to save. (Expected Result: It should not be saved)
  Then, try to approve WO. It is approved even if item 1007's
  ITEMORGINFO satus is still PENDING.  (Expected Result: It
  should not be approved)
  
  RESULT: Even if Item's ITEMORG's status is PENDING, user can
  purchase,receive and issue that item.
  
  EXPECTED RESULT: If Item's ITEMORG's status is PENDING, user
  cannot purchase,receive and issue that item
  
  REPORTED IN VERSION: Maximo Asset Management 7.6.1.1
