Error description

• due to timing issue during CF startup initialization , the CF
  monitoring infrastructure can
  return 0 for some monitoring stats like CF worker threads "CPU
  Usage" when using:
  
  db2pd -cfinfo
  
  Or
  
  db2 "select varchar(name,20) name,varchar(value,20)
  value,varchar(datatype,15) datatype,varchar(unit,10) unit,id
  from sysibmadm.env_cf_sys_resources where
