Local fix

• This issue only happens with concurrent scavenger enabled.
  Removing JVM option -Xgc:concurrentScavenge will work around
  this issue.
  

Problem summary

• The problem is caused after a concurrent scavenger transition at
  the beginning of a scavenger's percolate is aborted, a second
  concurrent scavenger transition may trigger another
  Stop-The-World but does not know the first one has aborted.
  

Problem conclusion

• The JVM has been updated so that the redundant concurrent
  transition is removed.
