Problem summary

• For the Java 6, sun.io.ByteToCharCp1390 Decoder there was no
  increase in the data size while instance creation but for Java 8
  sun.nio.cs.ext.IBM1390$Decoder there was an increase 128K bytes
  for each instance creation
  

Problem conclusion

• The class files has been updated to stop the the creation of
  char<OSB><CSB> objects every time the
  sun.nio.cs.ext.IBM1390$Decoder is called for Java 8.
  .
  This APAR will be fixed in the following Java Releases:
     8    SR6 FP5   (8.0.6.5)
