Local fix

Problem summary

• Assertion was raised because of passing unsupported character to
  method decodeUTF8CharN. The unsupported character was created
  due to missing parameters to exception message
  

Problem conclusion

• JVM has been updated to include the missing parameters in the
  exception message
  .
  This APAR will be fixed in the following Java Releases:
     8    SR6 FP6   (8.0.6.6)
