• Enhancement
  
  Create a clearance with 1 tag and 1 work order
  Block that WO on that clearance
  
  Current Behavior - Blocking a WO will set the BLOCKED Check box
  for that Work, but the USER, Date, and reason for that blocking
  action is not easily recorded / associated with that action.
  Likewise, when unblocked, no data is captured other than
  clearing the checkbox.
  
  Enhancement - Add a data structure to capture the User, Date,
  and Comment for any block or unblock action;  Provide  data
  entry  and display of said data  FOR THE LAST action performed.
