Local fix

• Do not specify -Xms (use default) or run with fully expanded
  heap (set -Xms the same as -Xmx). Do not use Concurrent
  Scavenger.
  

Problem summary

• Initial Heap Memory size -Xms value provided in command line can
  be smaller then possible minimum. As a result Initial Nursery
  size is set to zero.
  

Problem conclusion

• If Initial Heap Memory size -Xms value is smaller then minimum
  adjust it.
