IC97088: Java exception keeps IBM Systems Director server from starting

Error description

• IBM Systems Director server may crash on startup as the result
  of a Java NumberFormatException if an invalid integer value is
  found for the number of command line interface (CLI) threads.
  The following will be found in the file TWGServer.err file if
  this occurs:

  The number of CLI threads can be overridden from the default of
  5 by entering a value between 6-20 in the USMi.properties file
  using the max.cli.threads property. However, if a non-integer
  value is entered or if any white space appears after the value,
  the IBM Systems Director server will not start successfully.
  
  Impact:
  The IBM Systems Director server will not stay active.
  

Local fix

• Ensure that the value entered for max.cli.threads is valid and
  is not followed by any white space.
  

Problem summary

• IBM Systems Director server may crash on startup as the result
  of a Java NumberFormatException if an invalid integer value is
  found for the number of command line interface (CLI) threads, or
   if any white space appears after the value.
  This issue will be resolved in a future release.
