Error description
You can do oninit -w even when the instance is already started without any error reporting, which is misleading. oninit -w is internally calling a program to start the service. This will return an error message that the service is already started, but that is not reported back. Other error messages, like "service could not be started" etc are also not displayed.

Problem conclusion
Fixed in 11.50.xC9. When the engine is brought up as a service, an 'oninit -w' run with the engine still running will result in a error message being returned from the server.
