Determine if the number of non-system LXs is too small, or if an application problem is causing non-system LXs to be orphaned. There is a limit of 2048 LXs, which includes both system and non-system LXs. Decreasing the number of system LXs will increase the number of non-system LXs that is available, but may cause message IEA063E to occur.
