Explanation
Data compression is not available on the current
system. The EWXLDDMP and EWXLDRST commands use data compression services
in order to process the dump dataset. This error can occur if the
EWXLDRST command is issued on a system without ZIV data compression
support to restore a dataset created by the EWXLDDMP command on a
system with ZIV data compression support.

create the dump dataset using RLE data compression instead of ZIV
