Check that the correct DFSMSrmm control data set has been used. If the DFSMSrmm control data set has not been initialized, run the DFSMSrmm EDGUTIL PARM=CREATE to create a DFSMSrmm control data set control record. If EDGUTIL=MEND is running, you must wait until it finishes before creating the control data set control record. If a previous run of EDGUTIL PARM=MEND failed, you need to restore the control data set and forward recover the control data set using the correct journal backups and the active journal.
