 RRS initialization ends, and RRS is stopped.
A LOGREC entry is written to describe the failure.

Operator response
 Notify the systems programmer.

System programmer response
   To determine why RRS failed, obtain
the LOGREC entry for this failure. If possible, fix the problem and
restart RRS. Otherwise, search problem reporting databases for a fix
for the problem. If no fix exists, contact the IBM® Support Center.
