transaction scheduler.

System programmer response
 If a CANCEL or FORCE command did
not cause the APPC/MVS transaction scheduler to end, look in the SVC
dump to determine the problem. Identify the problem using the system
dump.  If CTRACE was turned on, analyze the component trace records.
 The reason code issued with message ASB051I may be helpful in determining
the error.
