Cluster was created by a version of DFP before DFP 3.1.0. Therefore, the VVRS for the cluster do not contain all the fields necessary for SMS, even though an SMS subcell was added to the VVRS.

REPRO the data out of the data set, delete the data set, then recreate the data set on DFP version 3.1.0 or later system. If you have a large number of these data sets, search problem reporting databases for a fix for the problem. If no fix exists, contact the IBM® Support Center.
