Format of a PSB

PSBs used in a DBCTL environment will be of the following form:

           [IOPCB]
           [Alternate TP PCB ... Alternate TP PCB]
           [DBPCB ... DBPCB]
           [GSAMPCB ... GSAMPCB]

Each PSB must contain at least one PCB. A DB PCB can be a full function PCB, or a DEDB PCB.
