z/VM® user VMUSER1 is unable to log on communication line 4C5. When you enter: 
query 4c5
CP tells you that communication line 4C5 is offline. To make it available for access by VMUSER1:
  1. Enter: 
    vary online 4c5
  2. Enter: 
    enable 4c5

VMUSER1 should now be able to log on z/VM.
