The data set submitted did not have logical records of 80 bytes. The block size need not be 80, but LRECL must be 80, because the records are treated as standard JCL cards. Data pointed to by DD cards may be in other types of data sets. The user must re-create the JCL data set with an LRECL of 80. The ALLOCATE command may be used, or EDIT a new CNTL-type data set.
