Microsoft 365 tenant services have been throttled by Microsoft. Throttling is normal and it is a result of M365, which ensures that it can keep the system healthy and fast for its users. When a throttling threshold is exceeded, Microsoft Graph limits further requests from that client for a time. This limitation can happen when the job is running against an overloaded Microsoft 365 instance.
Throttling can occur when a Microsoft 365 tenant is overloaded. If the throttling persists, reduce the number of simultaneously processed accounts in the Microsoft 365 application host configuration.
