Enhanced LLVM and Clang support

The IBM® Open XL C/C++ for AIX® 17.1.2 compiler is based on LLVM 17, and provides a customized subset of the LLVM compiler infrastructure.

Compared with IBM Open XL C/C++ for AIX 17.1.1, the C++ standard library in IBM Open XL C/C++ for AIX 17.1.2 remains unchanged and is still based on LLVM 15.0.7 to provide the library support for C++17 and experimental C++20 features.
