The cflinuxfs2 stack will be removed on September 15, 2019.

IBM Cloud Foundry Public service will complete the final removal of the cflinuxfs2 stack on September 15, 2019. After removal, apps that are still using cflinuxfs2 will be stopped and will be unable to restart.

As you might know, Ubuntu 14.04—from which cflinuxfs2 was derived—went End of Life in April 2019. Therefore, the cflinuxfs2 stack no longer receives security updates and fixes and is, therefore, being removed from IBM Cloud Foundry Public service.

In May, we added the cflinuxfs3 stack (based on Ubuntu 18.04) to IBM Cloud Foundry Public and made it the default for new applications. In this blog post, we also provided options for users to update their existing applications to the new stack and a timeline for when the IBM Cloud Foundry team would start auto-updating apps to use cflinuxfs3.

For those users that did not manually update their applications, the auto-update process has been updating remaining applications across the various regions. However some users have continued to revert back to cflinuxfs2 or use it for new apps. Any such apps must now be updated because we are removing the unsupported cflinuxfs2 stack from IBM Cloud Foundry Public on September 15, 2019.
