Error description

• There is the 'Replace value' option in Import Tool preference in
  eclipse RCP client in ClearQuest version 7.1.x. However, The
  value '' does not clear reference_list field even replace value
  option is selected.
  
  The APAR PK71388 (RATLC01367112) was fixed in versions 7.0.0.4
  and 7.0.1.3, which you need to set the behavior flag
  'REPLACE_REF_LIST=TRUE' and use '' to clear reference_list
  field.

Problem conclusion

• A fix is available in ClearQuest 8.0.0.7.
  
  Users can now use "BLANK" to clear out reference_list fields
  when the Replace value option is selected on the ClearQuest
  Eclipse Client (RCP) Import tool.? Technote 1121020 has been
  updated with this new information.
